Development of portME is built on the combined expertise of PMD and CRPL, incorporating state-of-the-art architecture, flexibility, scalability and cost-effectiveness.

PMD was established in 2005 by all licensed cellular mobile operators in Pakistan as a centralized, neutral entity under the Mobile Number Portability Regulations, with equal shareholding. In March 2007, Pakistan became the first country in South Asia to implement MNP, positioning PMD at the heart of a transformational milestone in the region’s telecom history. Over the years, PMD has evolved beyond its core clearinghouse role. Today, it provides a range of centralized services, including: SIM Count Enforcement, Digital KYC, Mobile Network Identification, Centralized Do-Not-Call Register (DNCR). These services are delivered through secure, high-availability platforms integrated with all mobile operators in the country.

Computer Research (Pvt) Ltd. (CRPL), founded in 1989, is one of Pakistan’s premier software companies, with a strong track record of delivering innovative, customized solutions to the telecom and financial sectors. CRPL has previously developed and deployed Number Portability Gateway solutions for both PTCL and Ufone, enabling seamless communication with PMD’s MNP Clearinghouse. CR-PL has been developing custom design systems for the clients to fit their exact requirements and adapt to their operations. We achieve this by offering our clients full choice, flexibility, and power, which has enabled us to diversify the scope with qualitative insights and foster a knowledge-sharing environment that helps us win and retain clients.

Technical Aspects

The MNP Management System (also called a Number Portability Clearinghouse) is a centralized platform that automates, secures, and coordinates the process of porting mobile numbers between telecom operators. It ensures interoperability, regulatory compliance, and real-time message exchange.
